Luis’ work includes prevention of substance use and related policy, and systems and environmental changes in the community. Before his time at Lane County Public Health, he was previously employed as a case worker with a local non-profit dedicated to connecting Lane County’s Latinx community to federal and state resources.

Luis received his undergraduate degree in Health Ecology from the University of Nevada Reno and his Master of Public Health in Health Promotion from National University.

Luis was born in Nayarit, Mexico and was raised in Carson City, NV (Silver State). Luis now lives in Springfield with his wife and two pups (Karson and Charlie). He enjoys doing DIY projects around his home and rooting for his childhood baseball team, the Los Angeles Dodgers.
